When deciding whether to become a Host on Airbnb in Italy, it is important for you to understand the laws in your region or city. As a platform and online marketplace we do not provide legal advice, but we want to provide resources that may help you better understand applicable laws and regulations. This list is not exhaustive, but it may give you a good start in understanding your local laws.

There are three requirements for the Puglia region that are applicable, whether you are a professional Host or an individual, to tourist rentals with contracts not exceeding 30 days—Registration in the regional register of accommodation facilities through Digital Management System (DMS), Structure Identification Code (CIS), and Reporting tourist data. Registration of the facility through DMS

First of all, you must register your property within the regional register of accommodation facilities through the Digital Management System (DMS).

Structure Identification Code (CIS)

At the end of the registration process on the DMS (requirement 1), your accommodation will be registered and the system will automatically assign you a Structure Identification Code (Codice identificativo di struttura aka CIS).

You will be able to download the PDF document "Tourist Lease Communication" ("Comunicazione Locazione Turistica"), containing all the data you entered during the registration process, including the assigned CIS.

Enter the CIS in any advertising, promotion, and marketing activity of your offer. If you do not report the CIS or report it incorrectly or misleadingly, you may incur an administrative fine of €500 to €3,000.

Reporting tourist data

For statistical purposes, you must transmit data on tourism movement through the use of the Sistema Puglia per l'Osservatorio Turistico (SPOT) service.

The submission must be made by the 10th day of each month for movement of the previous month.

In particular, after registering on the DMS (requirement 1), use the SPOT Easy service to submit data about your guests for statistical purposes.
If you have entered guests arriving on the current day or previous ones you can also download the file in TXT format in order to upload it to the Alloggiati Web portal (check the national responsible hosting page).

The submission of the monthly movement recorded through SPOT Easy is fully automatic. Before the statutory deadline, you will receive an informative email to the address indicated on the DMS during registration containing a summary of the guests entered and a warning that the recorded data is about to be submitted to Puglia Promozione.

Difference between tourist lease and other accommodation facilities

Keep in mind that a tourist lease is different from the category of accommodation facilities (hotel, non-hotel, open-air, etc.) for which the regional regulations provide many other requirements. 

In particular, if you lease more than three properties within the regional territory, you are configuring a CAV (holiday homes and apartments) to be managed in an entrepreneurial form. In that case, you must for example carry out a SCIA, the communication of prices and services (CPS), communicate the tourist movement differently, etc.
