When deciding whether to become a Host on Airbnb in Italy, it is important for you to understand the laws in your region or city. As a platform and online marketplace we do not provide legal advice, but we want to provide resources that may help you better understand applicable laws and regulations. This list is not exhaustive, but it may give you a good start in understanding your local laws.

There are three requirements for the Emilia-Romagna region that are applicable, whether you are a professional Host or an individual—Structural requirements, Notification of commencement of activity (CIA), and Regional Identification Code (CIR) and communication of data for statistical purposes. Visit the Italy national page for more resources to understand the national laws in your country.

Let’s look at each requirement individually:

Structural requirements

Before starting, you must verify that your property has:

  • urban planning, building, health and safety requirements for facilities;
  • requirements and standards indicated here.

Please bear in mind that in the same municipality, you are not allowed to rent more than 3 properties and for a period of no more than 6 consecutive months.

Offering complementary services and advertising the activity is not allowed.

Note: Normal information activities, including through private websites, are not considered advertising. Booking and marketing circuits may not be used instead.

Notification of commencement of activity (CIA)

You must notify the One-stop Business Advisory Center (Sportello Unico Attività Produttive or SUAP) of the municipality via the platform AccessoUnitario regarding the accommodation to be used as a tourist rental.

During the notification of Commencement of Activity (Comunicazione di Inizio Attività aka CIA), you can voluntarily declare the classification (second or third category) of your flat. To this end, you must comply with the requirements of the first and third sections of the table concerning holiday homes and apartments (CAV), but without offering any additional services.

Send the CIA to the municipality where your property is located for information.

Regional Identification Code (CIR) and communication of data for statistical purposes

After the CIA, you will be registered on Ross 1000 to report the tourist flows.

In order to proceed with the communication, log in to Ross 1000 using SPID\CIE\CNS. For more information, consult the Guide or the FAQ.

Ross 1000 automatically generates the Regional Identification Code (CIR) for your tourist flat.

Difference between tourist rentals and other extra-hotel facilities

Please note that tourist rentals are different from extra-hotel facilities (ex: holiday homes, apartments (i.e. CAV), or guesthouses, etc.) for which regional legislation provides several other obligations (ex: the CIA).
