As a platform and online marketplace we do not provide legal advice, but we want to provide resources that may help you better understand applicable laws and regulations. This list is not exhaustive, but it may give you a good start in understanding your local laws. Actions a host needs to take to register their short-term rental

  • Step 1 - Register for Privilege Sales Tax Licence
    • Airbnb collects all lodging taxes statewide for Airbnb hosts. Regardless, hosts must get a state Transaction Privilege Sale Tax (TPT) license.
    • The host needs to click on the link that says "Login to AZTaxes" and create an account. This step needs to happen first because the host must include this number in their application for a permit. More information about AZ taxes can be found at the state’s website here and at the Airbnb site here;
  • Step 2 - Register with Maricopa County as a rental
    • If you are a tenant in a rental property, confer with property/owner management on status of registration. More information can be found here.
  • Step 3 - Notify neighbors of intent to host
    • The host must notify their neighbors following steps outlined in the ordinance. The host must attest to doing this in the application process so must complete this before applying. More information can also be found here;
  • Step 4 - Register for a short-term rental permit

Register for a short term rental permit at the City’s web site here. Note: for rental tenants while the ordinance and possibly the permit process reference a property owner, the ordinance definition of owner includes tenants, allowing tenants to host.

Regulations

On April 13, 2023, the City Council updated Chapter 22 of the City Code to require all short-term rentals in the City to obtain a license starting August 1, 2023. Previously, as of November 16, 2020, short-term rentals were required to be registered and follow certain requirements. The updated provisions of Chapter 22 now include obtaining a license for short-term rental property owners, paying a fee, and adhering to requirements such as having a designated point-of-contact for emergencies or complaints, notifying neighboring residential properties in writing, displaying license and contact information in the rental, using the property only for residential purposes, and facing potential suspension or denial of the license for repeated violations.

Taxes

While Airbnb collects and remits the various types of lodging taxes in Arizona on behalf of the host (more information can be found here), hosts are still required to acquire a TPT license, per the steps in Step 1 above.
