Short-term rental regulations

As of April 1, 2024, all Short-Term Rentals located in the city of Greensboro must have an approved Zoning Permit. Permits may be issued for either Homestay Rentals (room rentals) or Whole House Rentals (entire home). A new permit is required within 30 days if there is a change in property ownership or identified operator. Short Term Rentals are subject to all provisions of Section 30-8-10.4.U of the Greensboro Land Development Ordinance and all applicable local and state regulations related to residential rentals. *Note: Short-Term Rentals in existence between January 1, 2023 and December 31, 2023 that do not meet the current requirements can be permitted as nonconforming uses with provision of evidence (rental receipts, proof of listings, rental contracts, etc.) of the rental during this time period. 

A few listing types are exempt from registering as short-term rentals:

  • Hotels and motels
  • Long-term stay listings: residential property rented for a period of more than 30 days.

Payment

The total cost for a Short-Term Rental Zoning Permit is $200. You can confirm that this is the correct amount by visiting the City’s website

Renewals

Once approved and issued, there is no requirement to renew a zoning permit for a STR. However, if the property owner/operator changes, then a new permit is required to be obtained within 30 days of the change.

Caps

For multifamily buildings no more than one dwelling unit per building, or 25% of the total units per building, whichever is greater, may be used for a Short-Term Rental.

Airbnb collects and remits applicable taxes in North Carolina; see here for more information about that process. 

Other contracts and rules 

It's also important to understand and abide by other contracts or rules that bind you, such as leases, condo board or co-op rules, HOA rules, or rules established by tenant organizations. Please read your lease agreement and check with your landlord if applicable.
