The Staten Island Ferry is *free* and you can see the Statue of Liberty on the voyage. You can also see the statue from where you board the ferry (South Ferry) but you can get closer if you take the Staten Island Ferry. It's a 30 minute ride and leaves every half hour. Beware of the people trying to sell you statue tours for $$$.

But while you wait there are usually some musicians and street performers to entertain you while you wait. Plus, you're in the park! They give a maximum of 2 tickets per person in line.
